As we hunker down to the heat this month, we’re continuing to think about deeper and wider issues around economic and civil security. This month we’re looking at parallels between community organizing and movement-building here and in the People’s Movement Assembly in Atlanta, Georgia, from which COCo staff member Spencer Mann recently returned. Connecting the dots between people’s movements

There’s been a lot of talk in community organizations about the student movement and the movement to resist Bill 78, but what do we really mean when we say “movement”? Are we talking about a local group, a provincial regroupement, a national coalition, or something broader? How does the work of our individual organizations connect to the efforts of Canadian or Quebec-wide social movements, and how do these provincial or national movements then link into even larger global movements?

COCo staff-member Spencer Mann recently returned from a year of organizing in Atlanta, Georgia, where he focused on learning about US-based social movements through an effort called the Peoples Movement Assembly (www.peoplesmovementassembly.org).

One of the most striking parts of this movement building work was the emphasis that it placed on understanding the current socio-economic political moment, while also situating the moment historically. Movement organizers would often map out a timeline of key advances and attacks that their movements had faced and would analyze the different “fronts of struggle” that were connected to their current organizing work.

When Spencer returned from Atlanta and arrived in the midst of the student strike and the outcry around Bill 78, he was struck by the parallels between these struggles in Quebec and similar fronts of struggle in Georgia, 2000 km away.

In March, the Georgia legislature was debating Senate Bill 469, an anti-protest and anti-union bill that threatened fines and imprisonment for unauthorized protests near businesses or private residences. The bill was largely understood to be a response to the Occupy Movement’s protests targeting of corporate headquarters and the residences of corporate executives. Just as Bill 78 is understood to be a response to the tactics and advances of the Quebec student strike.

What are the connections between Bill 78 and Bill 469? Certainly the following statement by the President of the Quebec Bar Association could apply to both Bills: “The scale of [Bill 78’s] restraints on fundamental freedoms isn’t justified by the objectives aimed by the government.” What is our analysis of the bigger picture that links both of these Bills in a global political moment dominated by emergency austerity measures, emergency laws, and emergency financial managers?

Organizers involved in the Peoples Movement Assembly define Social Movements as “connections between struggles across boundaries to build power.” Last month, we explored the importance of the student movement for the future of the Quebec community sector. If our student groups, unions, and community organizations are facing similar struggles from Athens to Atlanta to Montreal, then how can we unite to build the power of all our communities?

The Big Picture

People’s Movements: Tools for theory and practice

These resources won’t answer all of our questions about Movement Building, but they are a really helpful start. The People’s Movement Assembly organizing kit is a great concrete tool that we could consider using in our own movement building work. On a more theoretical level, the Building a Movement Project recently came out with a new series of resources on non-profits and social movements. An exciting challenge for all of us over the coming months and years is to find or create resources like these, but focused on the Canadian and Quebec context.

Local responses to Law 78

QPIRG Concordia is using its website (www.qpirgconcordia.org) to compile information about autonomous neighborhood assemblies that are being organized all over Montreal in the context of Quebec’s ongoing student general strike, as well as the neighborhood casseroles protests organized in response to the special law against student organizing and protests. Information about assemblies can be also be shared with them via: info@qpirgconcordia.org).

3. New Resource: Free Artist Coaching Drop-In Sessions at YES Montreal

Drop – in coaching services for artists are now available every other Thursday at the YES Centre (666 Sherbrooke Street West, Suite 700). 8. New Resource: New web portal for NPOs

www.charityfocus.ca

Recently launched by Imagine Canada, this new portal presents all CNPO’s within Canada and reflects the T3010 information as provided to Revenue Canada. Its purpose is to simply and visually show information for each CNPO while reflecting the specific “character” of the organisation. The data contained in the portal is directly downloaded from the CRA (T3010) and is public knowledge. Accessing, finding and using the information in the CRA on-line website can be a challenge. To make this tool come to life, we need to have you input your information and tell your story your way. There are a few points that are important to note: As all CNPO’s T3010 information is public domain – all 86,000 Canadian CNPO’s can be found in Charity Focus. An important feature of each organisation’s visibility is that the personalized information speaking to the mission, vision, and distinct capacity can be featured. But it is up to the organisation to go in and populate the various sections. It is as simple as attaching a document to an e-mail. We are sure that the public will find this an extremely attractive tool when reflecting on where to donate, and to further simplify the donation process we have included the capability of donating through Canadahelps.com directly on line. 10. New Resource: Programme préparatoire à l’emploi pour une clientèle ayant vécu des difficultés liées à la santé mentale

L’atelier offre un programme préparatoire à l’emploi pour une clientèle ayant vécu des difficultés liées à la santé mentale par le biais du programme « Transart vers l’emploi ».

Ce programme de retour au travail offre des ateliers de connaissance de soi, de bilan de compétences et de recherche d’emploi. Parallèlement, l’apprentissage d’un métier d’art permet au participant de développer sa créativité et sa confiance en soi.

La session débutera le 17 septembre 2012.
